Unlike profit-driven groups such as the Zodiac Cartel or the Maggia, HYDRA is believed to pursue **disruption for disruption’s sake**, with whispered goals ranging from enforced technological regression to a new interstellar order built on chaos and obedience. HYDRA’s supposed methods include **bioterrorism, mass sabotage, psychological warfare**, and **deep ideological infiltration**.
