V10 was settled between 3225 and 3230 by three separately funded colonial groups. Early development was slow, with the colony classified as a subsistence-level settlement from 3231 to 3235. Since 3236, the planet has remained in a very poor economic condition, with limited growth prospects and minimal off-world investment.

The three colonial groups—each with distinct governance models—have maintained a fragile coexistence. The Original River Confederacy operates as a charitable trust, the National Swamp District follows a theocratic system, and the Gold Plains Cooperative is ruled by a non-constitutional monarchy. Despite these differing political systems, no major conflict has been recorded.

The colony is religiously unified under the New Davidians, which provides a shared cultural foundation across the planet. However, persistent poverty and lack of infrastructure continue to hamper any broader development initiatives.

3236 was marked by a mysterious large explosion in a remote, privately funded research station in the Red Mountains.  Local security personnel were unable to determine the cause, and the ruined research station was subsequently abandoned by its owners.
