!!Overview
**Winner** is a politically influential and economically powerful colony world originally within the **[Centauri Conglomerate]**, located in **[Quadrant 7]**. Colonised in the late 31st century, Winner quickly distinguished itself as one of the most stable and prosperous democratic polities in the quadrant. For nearly a century, it has operated under a transparent parliamentary system marked by high civic participation, efficient bureaucracy, and a strong civic ethos. Its reputation for rule of law and institutional reliability made it a hub for interstellar investment.

Sixty years ago, in **3175**, Winner formally joined the Centauri Conglomerate, following a carefully negotiated accession treaty that preserved local political autonomy while integrating into Conglomerate economic structures. The transition was smooth, thanks largely to Winner’s political maturity and robust institutions.  This arrangement came to an end in 3238.

Winner serves as the headquarters of the **SafeGuard Corporation**, a prestigious private military contractor whose operations span multiple star systems. SafeGuard provides a substantial proportion of the Centauri Conglomerate's battle squadrons and private security forces in Quadrant 7, making Winner a linchpin in the Conglomerate's military-industrial complex. The corporation is the planet’s largest employer and wields significant soft influence in planetary affairs.

Winner remains one of the most **stable and institutionally resilient** worlds in Quadrant 7. Its unique position as a **military-industrial centre** and bastion of **democratic governance** within the Conglomerate gives it disproportionate influence. While political tensions exist over the depth of corporate involvement, the planet’s skilled leadership and informed electorate continue to provide a model for governance under Conglomerate integration.

!!Secession
As a result of the New Mald civil war, and the major upheavals in the Centaui Conglomerate, in 3238, the General Assembly of Winner votes to leave the Centauri Conglomerate and become independent once again.

!!Local Government System
Winner operates under a **bicameral parliamentary democracy**, consisting of the **General Assembly** and the **Council of Sectors**. The General Assembly is directly elected and responsible for legislation, while the Council represents regional and economic interests, including major employers such as SafeGuard. Though formally separate from corporate power, the system allows for sectoral representation, giving corporate lobbies semi-official avenues of influence.

The constitution guarantees broad civil liberties and a free press, with independent judicial oversight. Political parties are active and competitive, and the electoral system is proportional.
