There was an uncharacteristic outbreak of reasonableness. Everyone signed up to acknowledging the zubatians right to exist as independent sentients. This caused a lot of political backlash on a number of worlds when the various heads of state returned home (especially on Wolf). The FWOQ mediators did an exceptionally fine job of facilitating the treaty. Who knew such an agreement was even possible?
